Terry Neese made history in 1990 as the first woman nominated by a major political party for Lt. Governor of Oklahoma. Prior to that historic campaign, Terry founded Terry Neese Personnel Services, which celebrated 25 years in business in July 2000. Terry is a “serial” entrepreneur having founded 5 companies anchored by the personnel industry. Her holdings include farming and ranching, Gulf Coast real estate properties, and a public policy strategy firm. Her ability to select professional, loyal employees for corporations and assist with implementing successful human resource strategies and motivating others has led to her success.

Terry Neese is a motivator for women and minority entrepreneurs. One of her companies, GrassRoots Impact, is a corporate and government public policy strategies firm with rapid response surveying capabilities. GrassRoots Impact's clients include the U.S. Department of Labor, U.S. Small Business Administration, American Express, Intuit, IBM, Verizon and many other top global corporations. GrassRoots Impact excels in crafting a communications strategy and fine tuning "the message" that corporations and government agencies need in order to reach out effectively to women and minorities in business. They have offices in Washington, D.C., San Francisco, and Oklahoma City.

As Co-Founder and CEO of WIPP, Women Impacting Public Policy, a national bi-partisan public policy organization advocating for women in business, Terry represents the organization's more than 505,000 members on Capitol Hill and to the Administration. Neese was recognized in the September 2000 issue of Fortune Magazine as one of the Power 30--the most influential small businesspersons in Washington, D.C. Terry was rated number 6 in the Power 30! WIPP was founded in 2001 and has quickly become the largest women’s advocacy association in the world. As a bi-partisan association, Terry led the efforts of the Small Business Advisory Team for the Bush/Cheney Campaign 2004 and served on the Executive Committee for W Stands for Women Coalition. Barbara Kasoff, the Democratic Co-Founder of WIPP, led the efforts of Women for Kerry 2004 effort. They were both requested often for Fox News, CNN, CNBC and other debates across the country.

PP has offices in Washington, D.C., San Francisco, and Oklahoma City.

Known by the movers and shakers in Congress, Terry testifies on a regular basis before the U.S. House and Senate, and is part of a "Brain Trust" that provides important input to the Small Business Administration, and various coalitions. She has built coalitions in both the Democratic and Republican Parties to get key legislation passed.

Her roots run deep in the Cherokee Nation. President George Herbert Walker Bush appointed Terry as a Commissioner to the National Advisory Council on Indian Education and in the late 90's President Clinton reappointed her to the Council. President George Herbert Walker Bush also appointed Terry to serve on the SBA Small Business Advisory Council. In January 2001, she was appointed to serve on the newly created Office Depot Women's Advisory Board and the Wyndham Women Advisory Board. Terry's outreach goes beyond the United States. She is an active member of the Euro-American Women's Council and serves as its Global Corporate Vice President of Business and Development/Public Policy.

Terry has been inducted into the National Women's Hall of Fame in Seneca Falls, New York. She has been honored with the Women In Communication Byliner Award, NAWBO's National Public Policy Award, and the Oklahoma City NAWBO Chapter's Lifetime Achievement Award. The Business Women's Network and the National Foundation For Women Legislators recently recognized Terry as "Entrepreneur of the Year" and, in 2000, she was named the Oklahoma City Journal Record's Hall of Fame Woman of the Year.

In recognition of Terry's unwavering small business advocacy and her successful efforts to create the Terry Neese Center for Entrepreneurial Excellence, and SBA Women's Business Center which opened in October 2001 in Oklahoma City, Former Congressman J.C. Watts nominated Terry for the prestigious "Unsung Heroines Award". The award presented each year by the Mitsubishi Motors USA Foundation and PBS's public policy program "To The Contrary With Bonnie Erbe," recognizes women who give tirelessly of themselves to make life better for others.

In February 2003, President George W. Bush appointed Terry to a three-year term as a member of the National Women's Business Council. The National Women's Business Council is a bi-partisan Federal government council created to serve as an independent source of advice and counsel to the President, Congress, and the U.S. Small Business Administration on economic issues of importance to women business owners. Most recently Terry has been appointed to the Advisory Council for the United States Committee for United Nations Development Fund for Women (UNIFEM). Known as the women's fund at the United Nations, UNIFEM helps women in over 100 developing nations around the world achieve equality by providing financial and technical assistance to projects that foster the development of women's economic security, promote women's human rights, and increase women's participation in decision-making processes that shape their lives.

Terry is a wife, mother, grandmother, pilot, a political strategist and an entrepreneur extraordinaire.

Earl Neese, CPC & President

Earl is a graduate of the University of Oklahoma with a B.S. in Business & Accounting. This background encompasses 20 years as a Corporate Controller and 10 years in the personnel industry. He is a veteran of the Korean War whose accomplishments include an instrument-rated pilot & published author of western novels.

Kim Neese, Staffing & Operations Manager

Kim Neese president of Terry Neese Personnel Services. Kim, who joined the firm in 1998, is a certified personnel professional and specializes in making successful matches for both the client and the applicant, as well as managing the day to day operations of the firm. Prior to joining Terry Neese Personnel Services, Kim worked for 10 years at the Oklahoma Water Resources Board in several capacities including technical and financial review of water/wastewater project grants.

Kim, a central Oklahoma native, graduated from Deer Creek High School. She attended the University of Oklahoma and earned her bachelor's degree in Public Administration from the University of Central Oklahoma. Kim serves on the Central Oklahoma Workforce Development Board and is active in several civic and charitable organizations. She has been a volunteer with the Central Oklahoma Chapter of the March of Dimes since 1995 and is a current board member. She also serves on the board of directors of the Oklahoma City chapter of the National Association of Women Business Owners.

Vicki Grider is our Director of Marketing and handles client relations.

She has a B.S. in Education and a M.S. in Human Development from UCO. Vicki's background is in education and sales. She works with new and existing clients. Vicki is eager to consult with you on any staffing or leasing issues concerning your business.

Laurie Bird - Placement Specialist

Laurie has 20 years of experience in office administration/purchasing and owned a successful small business for 4 years. She enjoys assisting clients and applicants with permanent and temp- to - perm placements.
